if you are in USA, the only way is a combination of air from usa to Israel and van in the holy sites

walk! a sort of pilgrimage, and maybe do it for charity, it not only saves money, it makes money for your chosen charity.

This certainly depends on where you’re traveling from. The best answer might be by boat, by foot or by airplane, depending on where you are.
There was a mention on Tiyul Talk of a $250 one-way flight from the US to Israel on Israir Airlines, but the airline didn’t get a positive recommendation. You could also try bidding on a flight on Priceline.

There are many ships you can take once you are in the Med. You can get a cheap ticket if you sleep on deck (with all the other backpackers).
Take your time walking around places, there are many very cheap hostels in Jerusalem where you can stay and meet other independent travellers.
You can also hitchhike, as the country is pretty small and everyone hitches around, especially Israeli soldiers.
Avoid "kibbutzing" - a romantic notion of going somewhere and living for free, but you’ll be in the middle of nowhere, hate half the people staying with you, and be completely out of money.
